After September 11, 2001, the US created an initative to enhance maritime security both at home and abroad, consisting of screening all 16 million containers that arrive yearly in the United States at their port of origin or in transit before they reach the US. This is the Container Security Initiative (CSI). The fundamental CSI concepts are to engage the Top 20 "Mega Ports", (those with the highest container traffic into the US) and their governments to facilitate detection of potential problems as early as possible. Until recently, authorities were merely investigating for stolen cargo, drug smuggling, contraband and illegal immigrants or human trafficking per container. The terrorist threat implies that they now have to widen the net to catch terrorists and/or potential weapons of mass destruction.
The CSI consists of four core elements: (1) Establishing security criteria to identify high-risk containers; (2) pre-screening these containers before arrival at US ports; (3) employing technology to pre-screen high-risk containers quickly and efficiently; (4) developing and using smart-secure containers.
